Observation 15: You Should Know This! - Traffic Orders


Whilst no firm plans have been agreed, the scheme is based on The Northern Snowdonia Study, (not generally available to the public), which establishes the control on which the economics are based.

This single abbreviated example gives some indication of what the Park and Ride may well seek to do In the total absence of any will to provide sensitive, screened parking in response to reasonable demand:

'The Northern Sowdonia study part 2 chapfer 6', says:

6.2 The traffic management scheme will involve an element of 'carrot and stick'
Stick: Creation of a 'rural clearway' through the use of Traffic Regulations Orders to restrict, severely, the car parking opportunities within the inner study area.
Carrot: ... Park and Ride/Public Transport  Gateways ...official parking areas at the Gateways and within the inner study area  ... 'Pass Snowdonia' a combined long stay car park and bus ticket which would entitle two persons to unlimited travel on the enhanced bus network ... marketing of the scheme.

6.4 To prevent roadside parking in the inner study area, without having to introduce visually intrusive double yellow lines, a Clearway Order is recommended, preventing motorists from stopping on the main carriageway. 

6.5 It should be noted that these regulations can be applied to cover verges as well as the main highway area. 

6.8 ... The Clearway Order would terminate at villages  ... Repeater signs would support the order ... There may be a need to consider the introduction of a residents' parking permit scheme ... to protect car parking spaces for residents as the establishment of the Clearway will displace parking to existing settlements.

6.9 Most of the existing informal car parking bays (e.g. those along the Ogwen Valley) should be removed, with only a small number retained, and carefully landscaped as informal viewing areas with bays for private cars and coaches. An order to this effect would have to be supported by a short stay sign detailing the extent of the permitted parking with no return allowed within (say) 2 hours.  Certain bays might be reserved for the disabled....

6.10 A major re-landscaping of highway verges .... including breaking up tarmac.

6.12 There is a potential displacement effect with any Clearway Order: visitors may attempt to re-locate to areas not subject to a Clearway Order without using the Park and Ride service. This may include using minor roads such as the minor loop road off the A5 at Pont Cyfyng. The Clearway Order can be extended to cover these roads. It is also recommended that it is extended beyond Llanberis along the by pass and lakeside car parks, so that a visitor has an impression of entering Snowdonia soon after passing the edge of Llyn Padarn.

6.15 The National Park Authority (and other relevant local planning authorities) will also have to consider landowners exercising permitted development rights, under the General Development Order to operate temporary car parks within or adjacent to the inner study area. These could undermine the traffic management scheme outlined in this report. Article IV powers could be used to prevent this but could render the relevant planning authority liable to compensation.

6.43 ...There is no reliable data upon which to base predictions of visitor behaviour if the scheme is implemented.... (!)
